Steeped in the language of State sovereignty, we are incapable of forming the concept of a federation of states with mobile ambitions, institutions and borders. And we refuse to admit that the purpose of a constitution is not to freeze a political community but to address the tensions that inspired its existence, and to nourish the debates that keep it alive.
